The Resource and Transmission Planning Supervisor is a key player in developing the strategic direction for LES’ resource plan and transmission planning needs. In this role, you and your team will be responsible for the long-range planning for acquisition and optimization of LES’ power supply resources. Your team will also create the annual power cost budget and manage the integrated resource plan process. Your team will also be responsible for completing and reporting on transmission studies to ensure the reliability of LES’s transmission system. You’ll collaborate with internal stakeholders, regulatory bodies, the Southwest Power Pool, and other external partners to evaluate generation and transmission projects, optimize resources, and support strategic decision-making. This position is ideal for a proactive leader with strong analytical skills, a deep understanding of power system operations, and a passion for guiding teams to deliver innovative, long-term solutions. The ideal candidate would also be able to communicate the vision to LES’ executive team, board, and external stakeholders in public meetings.
JOB SUMMARY
Responsible for overseeing the Resource and Transmission Planning department. Specific responsibilities include supervising staff, developing budgets for the department, development and management of the power cost budget, program and procedure development, assisting with tactical decision making and strategic planning for the division, and development of departmental and divisional goals. Consistent and reliable attendance is an essential function of this position.
ESSENTIAL DUTIES AND CORE COMPETENCIES
- Manages activities of the department and assigned interdivisional groups to ensure that all customers have available an adequate supply of environmentally responsible bulk electric power and energy at the lowest feasible cost, consistent with long range integrated resource, transmission and financial planning.
- Provides technical and managerial direction in the preparation of analyses and recommendations necessary to maintain the financial and operating integrity of the system, including the annual power cost projection and periodic updates to the integrated resource plan.
- Oversees the completion of studies and resulting reports that identify bulk transmission facilities, generation facilities and demand side management options necessary to minimize cost while maintaining LES and regulatory body reliability and operating criteria.
- Provides technical and managerial direction in the preparation and maintenance of long-range plans for the acquisition, disposal and optimization of bulk power supply resources to meet expected and contingent electrical demands on the system.
- Represents LES on state and regional planning groups to develop coordinated, integrated planning alternatives and policy responses.
- Represents LES in a variety of interactions with the Southwest Power Pool Regional Transmission Organization, including working groups, planning studies, and model development.
- Identifies needed services and manages the request for proposal process including soliciting and evaluating bids, determining vendor to be awarded, contract review, etc., and reviews the work of selected consultants and vendors to confirm the work meets requirements.

REQUIRED EDUCATION and/or EXPERIENCE
- Bachelors degree in Electrical engineering, and
- Seven years of progressively responsible utilities experience in area of assignment, including supervisory experience, or
- An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
- Advanced technical or engineering degree preferred
