LES is seeking an individual with strong leadership and strategic thinking skills to join our Finance team as a Budgeting and Financial Planning Manager. In this critical role, you'll be responsible for the development, analysis, and oversight of our financial plans and budgets, providing strategic insights that support key business decisions. Strong leadership and interpersonal skills are necessary to manage and motivate a team of financial analysts, fostering a culture of continuous learning and improvement. ESSENTIAL DUTIES & COMPETENCIES

Responsible for the overall management and strategic direction of the department. Specific responsibilities include managing and mentoring staff; strategic planning as part of the division management team; financial planning, forecasting and modeling; enterprise budgeting; financing evaluation; development, implementation and monitoring of financial metrics and targets; overall policy and procedure development; investment management; day-to-day cash management activities; maintaining banking services and relationships; and financial metric and benchmark reporting. Consistent and reliable attendance is required. 

 

  • Supervise and provide strategic leadership to department staff.  This includes, but is not limited to, prioritizing and assigning work, conducting performance evaluations, monitoring employee performance, ensuring staff members are trained and cross trained, resolving conflicts, and making hiring, termination and disciplinary recommendations. 
  • Manages the development, implementation and analysis of complex financial forecasts and models.
  • Develops, monitors and analyzes department operational and capital budgets, expenses, and budget variances to identify trends, control costs, etc. to recommend needed resources, account for current and future regulatory requirements and risk mitigation. Makes decisions based on the limits of approved budgets and policies.
  • Manages completion of an annual report to bond rating agencies.
  • Provides strategic oversight for multiple complex, cross-functional projects for area of assignment. 
  • Manages day-to-day treasury activities, including payment approvals, bank transfers, and short-term cash planning and forecasting.

OTHER SKILLS AND ABILITIES 

  • Ability to apply knowledge of various financial applications including financial modeling, financial forecasting, rate design, budgeting, variable and fixed rate financings, etc. 
  • Proficient use of computer and related software applications, SAP preferred. 
  • Ability to interpret and apply various industry, federal, state, and local laws and regulations. 
  • Ability to monitor and interpret macroeconomic indicators that directly impact area of assignment. 

 

EDUCATION and/or EXPERIENCE

  • Bachelor’s degree in Finance, Accounting, Economics, Business Administration, or related field, and 
  • Seven years of progressively responsible experience in area of assignment, or;  
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job. 
  • M.B.A. or other related advanced degree and a minimum of two years in a supervisory role preferred.
